Job Description

The Senior Manager, Health Connect, will lead a dynamic team supporting newcomer and refugee self-identified women who are internationally educated health professionals (IEHPs) in BC and ON. This role oversees program operations, staff management, budgeting, reporting, and strategic partnerships, ensuring the program meets contractual obligations and aligns with YWCA's mission and values. 

What you'll be doing: 

Leadership & Collaboration:

  • Lead, coach, and support a diverse team, fostering a collaborative and inclusive environment. 

  • Model and promote YWCA’s mission, values, and commitment to equity, diversity, and inclusion. 

  • Collaborate with internal and external stakeholders to achieve program goals. 

  • Actively participate as a team member, supporting colleagues and contributing to a positive workplace culture. 

Strategic Planning and Program Management: 

  • Launch and oversee marketing and outreach strategies targeting self-identified women who are newcomers or refugees and IEHPs in BC and ON.  

  • Promote the program to existing and new employer partners for mentorship, coaching, and networking. 

  • Plan and coordinate guest speaker events, special events, and community outreach efforts with program staff and other YWCA departments. 

  • Ensure program activities and decisions align with contractual agreements and YWCA policies. 

  • Act as backup support to staff as needed. 

Financial Management: 

  • Manage budgets, ensuring fiscal accountability and accurate forecasting.  

  • Oversee financial processes, including coding, signing, and processing of invoices. 

Communication & Advocacy: 

  • Communicate effectively with regulatory bodies, health authorities, funders, and partners. 

  • Advocate for the needs of IEHPs, representing participants in community forums and policy discussions. 

  • Maintain high standards of service and responsiveness to participant feedback. 

Evaluation and Reporting: 

  • Develop and implement evaluation plans, including surveys and ongoing program assessments.  

  • Prepare comprehensive reports, including performance metrics and financial summaries, ensuring accuracy and compliance with funder requirements. 

Compliance & Accreditation: 

  • Ensure adherence to CARF Accreditation standards, Occupational Health and Safety, and Human Resource policies. 

  • Support the implementation of policies and procedures to maintain service excellence. 

Community Engagement:

  • Build and maintain strategic partnerships with community organizations, government agencies, health authorities, and employers. 

  • Coordinate events, outreach, and partnerships for referrals and client recruitment. 

Additional Duties:

  • Flexibility to work occasional evenings and weekends. 

  • Other duties as required. 

What you'll need: 

  • Minimum of 3 years' direct management experience in employment programs or a relevant field.  

  • Bachelor's degree in a related field, or an equivalent combination of education and experience.  

  • Strong understanding of career development programming, current hiring practices, and labour market trends.  

  • Creativity in developing and implementing innovative ways to deliver services to clients. 

  • Demonstrated ability to lead, resolve conflicts, and collaborate effectively within a team.  

  • Proven ability to manage budgets and conduct accurate forecasting.  

  • Excellent verbal and written communication skills, including experience communicating with regulatory bodies.  

  • Ability to make decisions aligned with program agreements and YWCA policies.  

  • Proactive approach to identifying opportunities and leading the development of new initiatives.  

  • Commitment to equity, diversity, and inclusion.  

  • Proficiency with digital communication and video conferencing tools.  

  • Experience using Microsoft Office with strong Excel skills, MS Teams, SharePoint, and cloud-based applications.  

Assets:

  • CCDP certification. 

  • Project management experience. 

  • Experience in managing government-funded programs.  

  • Knowledge of barriers faced by internationally educated health professionals. 

  • Familiarity with accreditation processes in BC and ON for different healthcare professions.  

  • Additional language skills. 

  • Healthcare experience and/or connections. 

Work Requirements:

  • Ability to work flexible hours, including occasional evenings/weekends. 

  • Ability to commute between sites and work in person at the YWCA program location. 

  • Clear criminal record check (including working with vulnerable populations).
